China paid Osama bin Laden several million dollars for access to unexploded American cruise missiles left over from the US attack on his bases three years ago, a senior alleged al-Qaida agent in Europe has claimed.

The alleged agent's account is contained in the transcript of a secretly taped conversation between supporters of Osama bin Laden obtained by the Guardian. His revelation emerged as President Bush yesterday announced that he had won Beijing's support for the war on terrorism. After his first face-to-face meeting with China's President Jiang Zemin in Shanghai, Mr Bush said: "President Jiang and the government stand side by side with the American people as we fight this evil force".

The Chinese government has denied it obtained US missiles after the 1998 raid, which was carried out in reprisal for the bombings of the American embassies in Kenya and Tanzania.

[color=red]Beijing is said to have made a deal with al-Qaida to acquire the missiles despite the fact that it was facing a growing threat from Muslim separatists in the Xinjiang region. In 1999, China accused Bin Laden's organisation of training members of the independence movement in guerrilla warfare.[/color]

The US fired 75 missiles into Afghanistan during the attack on Bin Laden's camps on August 20, 1998. A report four months later in the Pakistani newspaper Ausaf, cited Taliban sources as saying that 40 were found unexploded.

The story of what happened next was taken up by Lased Ben Heni in a conversation with associates this year. Ben Heni, a 32-year-old Libyan arrested in Munich last week, is accused by Italian prosecutors of being the liaison officer between two terrorist cells owing allegiance to al-Qaida in Frankfurt and Milan.

On March 9, in a rundown flat in the Milan suburb of Gallarate, he met the leader of the Italian cell, Sami Ben Khemais Essid (alias "Saber") and told him of his experiences in Afghanistan visiting Osama bin Laden's camps. Unknown to the two men, the flat had been bugged by officers of the Italian anti-terrorist police.

"Perhaps the Americans are convinced by the bombardment of the sheikh's [Bin Laden's] training centres," Ben Heni is quoted as saying. "For them, it was a victory. But, in fact, it was a defeat because the majority of the missiles didn't even explode."

After a digression, the transcript continues: "With these weapons, he [Bin Laden] has boosted his financial resources. From every part of the world businessmen who hate Americans have come to study American missile strategy.

[color=red]"In particular, businessmen have come from China. He works a great deal with China. He's got good relations with them.

"You see them and you ask 'But what are they doing here?' In the end, you understand that they work for the sheikh and that they came to study these missiles.

"Thanks to the money that comes from these studies from outside, he created the army of mohajedin headed by Omar Zayan (or Zaghan) in Chechnya".

Later, in a passage the meaning of which is not entirely clear, Ben Heni is heard to say: "When [Bin Laden] saw that the Afghan people, who were dying of hunger, passed missiles to sheikh Messaoud, he bargained with the Chinese and sold them to them for an enormous sum - I think $10m dollars - but only after the sheikh had studied them".

The transcript is the first supporting evidence from inside al-Qaida of sporadic reports in the months following the 1998 attack that China had acquired two unexploded Tomahawk missiles. In March 1999, a Chinese foreign ministry spokesman described the reports as "groundless".

President Jiang told a joint press conference after his meeting with Mr Bush yesterday that they had reached a "consensus" on terrorism, although he urged that the anti-terrorist action should "hit accurately and also avoid innocent casualties".

On Sept. 28 Bill Gertz reported in the Washington Times that China was helping the Taliban by installing a telephone system in the Afghan capital. Previously Beijing denied its companies were assisting the Taliban. "China does not have any kind of formal relations with the Taliban," insisted the Chinese Foreign Ministry.
  
To be sure, the Chinese were lying.
  
According to Gertz, "[American] Defense and intelligence officials said Beijing appears to be following a dual-track policy of voicing official support for U.S. efforts against terrorism while maintaining ... ties to the Taliban militia."
  
According to Gertz's intelligence sources, bin Laden called for "good relations" between Afghanistan and China last August. And why not? China openly preaches against U.S. global dominance, threatening war and destruction if the U.S. should interfere with a future PLA invasion of Taiwan. At the same time, Beijing is supporting North Korea's massive military buildup along the DMZ, which has U.S. and South Korean military officials worried.
  
When all is said and done the Chinese communists hate the United States. That is why they have allied with Russia. That is why they are making nice with communist Vietnam. Consider, as well, Beijing's growing military ties with Cuba and Beijing's support for Hugo Chavez in Venezuela. The Chinese see America as their main enemy. A secret Chinese alliance with Osama bin Laden and the Taliban is therefore something we ought to expect.
  
This may seem unbelievable, but as far back as 1998 the Iranian official press said there was a secret defense agreement between China and the Taliban. The West ignored this story, as it has ignored other bad Chinese behavior. And now it is time to reap the whirlwind.
  
After the terrorist attacks of last month, the London Sunday Telegraph reported significant Chinese troop movements toward the Afghan border. "Convoys of Chinese military trucks roared along the Karakoram Highway last week," claimed the Telegraph. Nobody in the West thought these movements were significant. Western pundits speculated that the Chinese were eager to protect their Central Asian frontier, to prevent terrorist infiltrators from crossing into China (as if China, which genuinely represses Muslims, would ever be targeted by bin Laden).
  
What were these troop movements all about?
  
According to Debka File, a leading intelligence publication, a convoy of 3,000 PLA (Peoples Liberation Army) troops crossed into Afghanistan last Friday, Oct. 5. Three additional PLA Convoys were said to follow. According to Debka File's sources, Beijing's troops are ethnic Muslims sent to reinforce the Taliban. If Debka File is correct, the total Chinese reinforcement of the Taliban may amount to 15,000 troops.
  
Anticipating America's October 7 airstrikes against the Taliban, Beijing probably hopes to stem the deterioration of Taliban morale with a show of support. Beijing thereby hopes to check U.S. progress against bin Laden and his Afghan allies. Already the Chinese have seen the Kitty Hawk battlegroup and the U.S. 3rd Marine Division pulling away from the Far East. They also see that the U.S. 25th Infantry Division has been sent from Hawaii to the Persian Gulf. The East Asian communists may be tempted by the present vulnerability of Taiwan and South Korea. Why not extend that vulnerability by bolstering the Taliban with four PLA regiments?
  
This strategy makes perfect sense once we realize that the Chinese leadership hates the United States and privately cheers the destructive attacks of Sept. 11. Readers should be reminded, in this context, of an August 1998 document from the Chinese Central Military Commission that was sent to all corps commanders of the Peoples Liberation Army. According to this document, which leaked out of China last year, the United States is vulnerable and could not withstand even a limited nuclear strike from China. Despite the possession of great power America remains unwilling to sacrifice cities in a tit-for-tat war. On the other side, the Chinese are fully prepared to sacrifice their cities. Therefore, Beijing could outface Washington if hostilities erupted over Taiwan. That is the logic of China's Central Military Commission.
  
[color=red]On Sept. 13 two leading Chinese military strategists were interviewed by China's state-owned Ta Kung Pao newspaper. Senior Col. Qiao Liang and Col. Wang Xiangsui credited themselves with predicting the Sept. 11 terror attacks in their 1999 book, "Unrestricted Warfare." The terrorists used no military weapons, said Qiao and Wang, yet the attacks were more effective than those resulting from open warfare.
  
The two Chinese experts said that those killed in the Twin Towers were the victims of U.S. foreign policy, plain and simple. "September 11, 2001 probably marks the beginning of U.S. decline as a superpower," said the Chinese colonels. "The attacks demonstrated the U.S. fragility and weakness and showed that, basically, it is unable to withstand attacks. The National Missile Defense system cannot save it."[/color]
  
Asked about the adverse effects the attacks may have on the Chinese economy, the two colonels admitted that a short-term negative impact was to be expected. "However, from a long-term viewpoint, the attacks could be favorable to China," they said.
  
American observers should not be surprised at Chinese strategic moves in relation to the Sept. 11 events. China is our enemy. Therefore, China is sure to align itself with America's other enemies, wherever they might be. In light of this, it was foolish for Nixon to go to China. It was blameworthy to finance China's modernization program, and it was short-sighted to establish trade relations with the Beijing communists. It has to be understood, in the final analysis, that the People's Republic is run by gangsters who dream of America's destruction. It has to be admitted that we have supplied them with the means to strike us by our own complacency and greed.
  
Think of the situation in purely moral terms: It did not concern American businessmen that millions languished in the Chinese prison camps, that Christians were brutally persecuted, that protesters were crushed by tanks. None of this bothered those who were eager to build factories in the People's Republic of China (PRC) in order to make a profit. Yet consider the long term consequences.
  
The unanimous and bipartisan report of the House Select Committee on U.S. National Security and Military Commercial Concerns with the People's Republic of China (i.e., the Cox Report) stated the situation in plain terms: "The PRC's massive potential consumer market is the key factor behind the willingness of some U.S. businesses to risk and tolerate technology transfers. Some of these transfers could impair U.S. national security, as in the cases of Loral and Hughes...."
  
The United States is a country that has made serious mistakes in its economic and security policy. We have supported countries that should have been blockaded and isolated. And now we face a deadly combination because the enemy we face is not merely the terrorist, Osama bin Laden. The enemy we face is in Beijing and Moscow, Pyongyang and Hanoi, Havana and Pretoria.

美國最新情報：中國出售武器給恐怖份子

　　《華盛頓時報》15日引述美國最新情報顯示，中國正透過伊朗秘密供應大批小型武器給伊拉克和阿富汗塔利班民兵組織的反叛份子。美軍專家懷疑，武器過去三個月內進行轉運；美國政府事前請求中國阻止某些武器運送，但是北京當局要求提供更多武器轉運情報。
     
　　報道引述熟知情報的美國官員表示，中國曾用相同手法，對美隱藏武器擴散活動。《華盛頓時報》表示，有些武器直接由中國工廠以飛機載送至阿富汗，包括大口徑萊福槍、大量彈藥、火箭推進榴彈、路邊炸彈的成分設備等，以及其他小型武器。

    報道也說，塔利班組織正使用中國制防空導彈。時報引述官員表示，伊朗購買武器時，要求中國的國營軍火供應商加快運送，並移除序號，避免追查武器來源。這些武器據稱爲戰場上未見的”新款“，也不是伊拉克薩達姆政權留下來的。

    《華盛頓時報》說，布希政府爲保護與中國發展商業的政策，一直試圖隱匿或低估情報，且持續宣稱中國在反恐戰爭幫助美國。美國官員曾經公開批評伊朗轉運武器，但至今從未提及中國是主要供應國。

    而英國廣播公司報道表示，正在德國訪問的美國國防部長蓋茨說，最新情報顯示“數量充裕”的來自伊朗的武器正不斷流入阿富汗。但伊朗否認向塔利班武裝分子提供軍備。蓋茨說，涉及武器數量龐大，很難相信德黑蘭當局不知道武器流出的事情。

    蓋茨這番講話跟助理國務卿伯恩斯最近的言論如出一轍。伯恩斯明確告訴媒體說，這些武器來自伊朗革命衛隊。伯恩斯接受有線新聞網路（CNN）採訪時說，有“確鑿證據”證明伊朗向塔利班提供武器。

    美國參謀長聯席會議主席佩斯在4月表示，美軍攔截了一批伊朗製造的武器，相信是供應給塔利班的。佩斯將軍當時說，不能確定伊朗政府是不是罪魁禍首。

    另據新華社報道，美國財政部15日發表聲明，宣佈把涉嫌參與伊朗核武器計劃的兩名伊朗人列入“黑名單”。這兩名伊朗人名叫穆罕默德·甘納迪和阿裏·哈吉尼亞·萊拉巴迪。在被美國列入“黑名單”之後，這兩人在美國的資産將被凍結，美國的金融機構或個人也將被禁止同這兩人進行生意往來。

美國企業遭遇中國“經濟恐怖分子” 苦不堪言

美中知識産權之爭再次成爲美國國會關注的焦點。在衆議院中國貿易聽證會上，業界人士向國會反應說，中國侵犯知識産權的現象極爲嚴重，美國不能夠繼續容忍下去，並呼籲政府採取有效措施，敦促中國加快落實世貿組織規定。

中國是個大市場。美國企業正是看准了這一點，所以都爭取要在這個市場占上一席之地。但是，在中國經營的美國企業中，很多都飽受了盜版和仿冒之苦。美中雙方雖然爲保護知識産權進行了無數次交涉，打了多年的口水仗，但至今美國企業在談到這個問題的時候還是叫苦不叠。

“經濟恐怖分子”
彼得.巴拉內是美國愛寶(ABRO)工業有限公司的總裁。愛寶公司專門在國外經銷製造業産品。巴拉內在星期四衆議院籌款委員會舉行的中國貿易聽證會上，向議員們講述了他們公司在中國令人驚訝的經歷。

巴拉內說：“雖然我們能夠指出許多仿冒的例子，但是有一家公司最膽大妄爲，最具危險，在知識産權方面來說，簡直就是一個經濟恐怖分子。這個公司就是中國的‘湖南神力實業公司’。早在2001年，湖南神力就不光是仿冒愛寶公司的産品，而且還開始盜用愛寶的公司名號，自行充當起愛寶的代表。”

數千萬美元損失
巴拉內說，五年來，愛寶公司遭受了巨大的挫折，愛寶的産品被湖南神力公司大批仿冒，並出口到世界各地，給愛寶造成數以千萬計美元的損失。幸運的是，在美國貿易代表辦公室和美國專利商標局的協助下，愛寶打贏了幾個跟湖南神力的官司，制止了這家中國公司註冊“愛寶”的商標。在去年12月，法庭判罰湖南神力64000美元的罰款。

中國官員言行不一
巴拉內表示，許多美國公司都深受盜版和仿冒行爲之害，美國企業不能坐等中國政府緩慢地改善知識産權的保護。

他說：“我認爲，中國政府的高層官員是完全知道有必要尊重知識産權的，但是，在許多方面，他們的言行並不一致。”

仿冒藥品威脅生命
如果說一般産品的仿冒只給相關企業帶來經濟損失的話，那麽仿冒藥物則直接威脅到人的生命。美國藥品研究與製造商協會的國際事務副總裁傑拉林.裏特女士指出，仿冒、盜版在中國是無遠弗界，制藥業也是大行其事，嚴重威脅到人的健康和生命。

裏特說：“藥品仿製是知識産權保護執法方面的一個令人關注的問題。首先是一個生命安全問題。仿冒藥品有好幾類，無論是哪一類，都很危險。有些仿冒藥品裏也包含正品所有的成份，但數量太大，或者太小，都能夠引起嚴重的問題。有些仿冒藥品只是糖丸，屬於安慰藥，根本沒有任何藥的成份。當然最糟糕的仿冒藥品，根本就是毒藥。”

因服用假藥而致傷致死的報導在中國不斷出現。去年安徽一家制藥廠生産的抗生素導致全國數千人産生不良反應，至少造成10人死亡。

裏特女士承認，中國政府在這兩年是採取了不少措施，打擊藥品仿冒，但是，這些措施只是杯水車薪，根本不能阻止仿冒活動的迅速蔓延。中國現在依然是全球頭號仿冒藥品的來源地。

中國應修改法律
裏特指出，中國雖然也有法律對仿冒藥品的行爲進行刑事處罰，但在量刑過程中，又強調要把量刑跟造成的傷害程度相聯繫。裏特認爲，由於獲取相關傷害程度的證據比較困難，所以很多仿冒藥品的嫌疑人往往就可以逃脫懲罰。

裏特表示，中國當局應當修改法律，對所有故意仿冒藥品的企業或個人，不管其行爲是否造成了傷害，都要給予刑事處罰。

中國政府管理系統的缺陷
裏特指出的中國政府管理系統的另外一個缺陷是忽視了仿冒藥品生産的最上游環節。

她說："在打擊藥品仿冒的執法程式中缺少了一個環節，一個最初的環節，也就是上游生産廠商。中國的化工企業在銷售和運輸用來生産藥物的化學原料的過程沒有任何監督可言。其他一些國家也有這個問題。這個環節很重要，仿冒者就是通過這個渠道得到相關原料，製造仿冒産品。如果不加強對這個渠道的監督，只在下游禁止是禁不住的。”
美國或起訴中國

美國副貿易代表卡倫.巴蒂亞在聽證會上批評中國說，“肆意泛濫的侵犯知識産權的行爲每年都給合法的銷售活動造成十億美元的損失”。她表示，美國正在跟中國進行談判，如果談判不成功，美國將到世貿組織起訴中國。

英 國 《 金 融 時 報 》 昨 天 （ 周 六 ） 報 道 ， 中 國 電 腦 黑 客 多 次 入 侵 白 宮 的 電 腦 網 絡 ， 竊 取 白 宮 與 政 府 官 員 之 間 的 電 郵 。 白 宮 和 中 國 駐 華 盛 頓 大 使 館 都 拒 絕 對 報 道 置 評 。

短 時 間 成 功 竊 取 情 報報 道 引 述 一 名 不 願 透 露 姓 名 的 官 員 說 ， 中 國 黑 客 經 常 入 侵 白 宮 的 電 腦 系 統 ， 雖 然 政 府 網 絡 專 家 很 快 發 現 ， 重 建 防 火 牆 ， 之 後 黑 客 又 攻 破 防 火 牆 ， 雙 方 一 直 在 玩 貓 捉 老 鼠 遊 戲 。 而 中 國 黑 客 在 這 段 很 短 時 間 內 成 功 竊 取 情 報 ， 他 們 以 大 包 圍 式 方 法 竊 取 資 料 ， 再 從 中 篩 選 有 用 的 情 報 。

當 局 承 認 很 難 追 查 黑 客 的 實 際 來 源 ， 但 相 信 他 們 是 獲 中 國 政 府 資 助 。 中 國 黑 客 非 常 肆 無 忌 憚 ， 美 國 政 府 去 年 禁 止 官 員 訪 華 時 使 用 Blackberry 或 手 提 電 腦 ， 以 免 被 中 俄 黑 客 遙 距 竊 取 當 中 機 密 。

《 新 聞 周 刊 》 前 天 報 道 ， 候 任 總 統 奧 巴 馬 和 對 手 麥 凱 恩 在 競 選 期 間 ， 總 部 的 電 腦 曾 遭 中 國 和 俄 羅 斯 黑 客 入 侵 。
